What it means

The message passed every check, but publishing to consumers failed, and the bus removed its record of it, so a retry is checked and published as usual. If removing the record fails too, the record stays, marked not yet published: a retry within 30 seconds gets 503 message.in_flight, and a later one publishes the message.

How to fix it

Retry with the same message_id and the same body, with backoff.
