Another writer updated the same story at the same moment, several times running.

What it means

The bus retries a commit that races another writer, re-checking against the winner. It gives up after three attempts. The same answer comes while an older snapshot of the story, recorded but never published, is being published by its retry: the newer one waits, so it can't be overtaken (see Retries and idempotency).

How to fix it

Rebuild the snapshot from your current state and send it with a new message_id. If this repeats, look for two systems writing the same story.
