What it means

A rate limit applies before any check of the message: per source address, per connection on the workspace routes (one limit for all AWS-signed requests together), and per client on the token URL. Nothing was checked or recorded.

How to fix it

Back off and retry, honouring Retry-After when the answer has it. Reuse your access token for its full hour instead of fetching one per request. Retrying a publish with the same message_id is safe.
